Story vs HTML5

Can someone give me a quick explanation of the difference between the story.html and story_html5.html files that are produced when a Storyline course is published? I've noticed some different behaviors when I test the HTML5 link than when I test the story.html link and I want to know if these issues are going to carry over once the course is published in an LMS.

story.html will display either Flash-based content or HTML5-based content, depending on the browser being used. story_html5.html will force HTML5-based content to be displayed.
Okay thanks. So let me be more specific about my issue. When I view the story.html files in Google Chrome, the videos in my course play as expected. When I view the HTML5 files in Google Chrome, some of the videos (but not all) restart 2 seconds into playing. Any thoughts on what might be happening?

Are you viewing the published output locally? If so, that may be why the HTML5 output isn't working as expected.
Sorry to sound dumb, but what does locally mean and what is the alternative?
'Locally' means to test published content on your harddrive (not on some web server or LMS).
