I opened the manifest file in Notepad, and changed the question marks in the metadata to the appropriate character, saved, then zipped the publish folder. However, when I uploaded it to SCORMcloud, the character still showed up as a question mark in the title. I had to change it from within the LMS.
Has anyone else had luck with this? If so, perhaps I'm leaving out a step. It would be great to be able to give our published files to her ready-to-go.

Sounds like you are on the right path, perhaps you just missed an instance.
The document states:
The title may occur more than once in the file. Be sure to correct each instance.
Not sure if any of our community members have experience with this to assist.
Thanks, Leslie. I changed all the instances in the metadata section. I did not change this line:
because I didn't thought that would mess things up, since it has nothing to do with the title.
