I figure that the duration function now gives us more options to set the speed of the animation. From the pre-defined settings of 'slow/medium/fast', now we can set it as a specific timing.
So, the duration is basically 'how long' the animation runs. If I set a picture to fade-in, with duration as 10 seconds, that picture will fade in over a period of 10 seconds, which is a very very slow speed. Longer the duration, slower the animation, and vice versa.
Also including a snapshot of how PowerPoint translates the duration of animations.

I cannot give an exact number, but from looking at an animation in SL 1 fade in "Slow", it seems to be about 1.5 - 1.75 seconds.
