I have my course set to resume on re-entry automatically. When the learner leaves the course and resumes, the images, text boxes, etc are in crazy locations. Is it an issue with resume? Is it an issue with the slide to maintain saved state on revisit?

You may want to test the content in the SCORM Cloud to see if it behaves the same there. You could also look at the information here about troubleshooting your LMS.

First I want to confirm that you are working locally as described here. Also, that you are testing this published content in its intended environment.

Yes I always create and publish locally. Then I published the course and uploaded the zipped files to my LMS -- that is where it sits currently.
