Can you upload the file here using the paper clip icon? Also, can you describe what's not working? ... or how it should be working vs. what it's currently doing (or not doing?)
I see what happened. You hid all the base layer objects on each of your Layers. I went in and unhid the hotspot and now when you hover over any of your "Strategy Circles", the associated layer displays. When you move your mouse again (off the hotspot), the base layer reappears.
It's a bit jarring, I think, for the Learner. If you simply want Learners to look at these layers one at a time, which is what it looks like to me (and I'm wrong a good deal of the time ), I'd instead have the layer display when the Learner clicks, and I'd add a close button to the layer. But, again, I'm not entirely sure what you have in mind. Anyway, the hover state is working!

The hover action doesn't work. I keep having this issue. It works on some slides and doesn't work on others.
