I have an ongoing problem of publishing to Web and not seeing all of the items on the page. For instance I can see a background rectangle and a title but nothing else. Sometimes a reboot has helped, but at this point that is no longer working.
I am experiencing the exact same issue. I was just looking up the issue when I ran into this post. I am update on 11, I am not zipping the web publish file just moving to a local server, and I am having the problem in IE9.
I also can see everything fine in preview, but even when I view the project from within the software I can only see the background image. Reboots seem to fix it, but I am having to reboot every time I publish.
For the issues you're seeing right within Storyline itself, I need a little more info to better understand what's happening:
Are you working locally (from your desktop or C:Drive) as described here?
Is this happening with one file in particular, or any file you're working on in Storyline 2?
Now, for the issues happening after publishing- you mentioned you're viewing it locally. If you're Publishing for Web then you'll need to upload the published output to the web in order to test it properly. The Tempshare option Alyssa mentioned is an easy and free way to test it on the web.
You're also more than welcome to share your unpublished .story project file here so I can help with testing. You can add it in a comment like this:
I am not able to upload the update until it is approved. I am publishing to a local drive, then moving the file to a server. The issue remains the same when I "Preview project", access from local, and when I create a url and open it from the server. It is happening to all files.
I'm not seeing the screenshot here. If you're replying via email, the attachment won't carry over to the thread. Would you mind popping in and adding it as an attachment right to a comment like this?:

To start, I'd go ahead and update your software to update 12.

If the issue is happening even while previewing, could you share a screenshot of what you're seeing?
