Storyline 2 start time limit?

Is there a limit to the "Start time" functionality in the "Timing" dialog window? I am finding that there is. The limit at which I am able to start any object on the timeline is 1000 seconds. The only way around this, that I found, is either drag the item manually (which takes FOREVER) or to create a cue point and align that object to the cue point. This isn't ideal as I'm dealing with many cuts of video and need the videos to start 0.10 seconds before the previous video finishes, so that there is no flicker between the transition of the two videos. Anyone find this hard to work with?

I also found out that the "Duration" also only goes up to 1000 seconds. This definitely makes laying objects over the top of each other precisely super difficult.
