The shorter lines will animate in a bit slower than the longer lines, but that's the same behavior you'll see in Powerpoint. It happens with the lines that are shorter, as they don't need to move as fast to meet the duration time total.
Storyline 3 and Storyline 360 are still animating each line (if it's a separate paragraph) but just at a different speed. I compared this with Powerpoint, and as I mentioned that's working the same.
That difference in behavior from Storyline 2 to newer versions, and how those versions match Powerpoint lead me to believe this was something fixed in our latest versions and updates.
It looks like the HTML5 output slows down the animation of the entire text if the line is shorter to make the wipe last for the total duration. With Flash, the visual effect has the same speed, but it still takes the total duration to go from one line to the next.
The reason why Storyline 2 looks different is because it defaults to the Flash output. If you published your Storyline 3 course with HTML5 first, you'll see the different behavior by default.
Let me confirm with my team if this difference in animation is just due to how those two outputs are supported by the browsers, or if they should be identical no matter what. Thanks!

One of the fixes addresses an issue where audio was intermittently muted when scrubbing back and forth on the seekbar in the HTML5 output.

Hi, Avishek. Really sorry you're hearing audio issues when dragging the seekbar in the HTML5 output.
When I click to the end of the seekbar and then back, I hear the same audio issues you described in the latest versions of Chrome and Firefox. Here's my published HTML5 Web output and here is the Flash one, which works.

There is another bug in Storyline 3 where Wipe animation will slow down a paragraph from 2nd line onwards
Wipe animation will only animate correctly if every line is of same length.

But that was not the case with Storyline 2.
Storyline 2 will animate every line same irrespective of it's length.

I am using the latest version of Storyline 3, i.e. (Build 3.4.15731.0) as I have mentioned in my original post.
Animating each line at a different speed makes it look weird. Any user will think there is something wrong with the animation.
I have tested with HTML5 / Flash on both latest version of Firefox and Chrome.
