In a recent Storyline 3 project I created, I edited the built-in "Selected" State to show a different color. I can see the change in "Preview", however, when the Story is published, there is no change the State at all.
I have double-checked and everything seems to be as it should. Below is the attached Storyline 3 file. The issue is with Slides 1.8, 1.9, and 1.11.

I tried a few tweaks but couldn't get the selected state to show when published, either.

BTW, I suggest you submit a copy of the file with everything deleted except for the slides that have issues. That will make it easier to work with.
