I've created a Test mode from a screen recording. The first question requires the user to click the Submit button after clicking on a hotspot (this is the interaction I want). The remaining questions automatically show the feedback layer with the Continue option. All slides appear to have the same triggers.

Take a look at the Submit setting in Form View.
The first slide is set to "By Player Button," which is the setting you want for all of the slides. The second slide and beyond is set to "On Click."
Simply adjust that setting on each slide, and you should see a difference!
