When you "download" a character from the 360 content library, you're adding it to the specific project file that you're currently working on.
You're not actually downloading a file in the sense that we're typically used to.
There are probably some complicated conversation that could be had around the "specifics" to how this works, but the statement above is a good simple way to look at it.
When you publish your story-line package, look inside the Storyline output folder / mobile and it will have saved a jpeg of the character in there. Note, it will only contain those used within the storyline package, and not all the poses associated with that character / characters.
