Simple Storyline 2 course, never had issues before. Saving locally, published to LMS, uploading to Exceed (Intellum's LMS). It just sits there and processes for hours. The zip file is attached.

You may want to look at testing it in another environment such as SCORM Cloud which is an industry standard for LMS testing. I uploaded your course myself, and I did not encounter any slowness. You can review the published output in SCORM Cloud here.
If you'd like to try publishing to SCORM Cloud on your own, you can review the directions here to help you go through that testing. If your course works properly in SCORM Cloud but not in your LMS, open a support case with your LMS provider to troubleshoot the issue. They’ll know how best to help with LMS-specific problems.
