I'm evaluating using Articulate Storyline as a course development tool, but anytime I try to play Storyline content, the course player appears, but the loading icon continues to spin and the page content never appears. We do have fairly strict IT policies and the only browser our IT allows us to use is IE9. As far as I can tell, the Flash and Java versions are both up to date.
First, can you please tell us how you're viewing the published presentation, please? Are you viewing the published output files locally, or are you uploading to a web server or LMS?
If you're viewing your published files locally, this may be the problem. If you view a published Storyline presentation on your local hard drive or send it to someone else to view on their local hard drive, you'll encounter security restrictions from the computer, web browser, Flash Player, and network that'll cause various features of your content to fail.
To properly test your published content and share it with others, upload it to the environment for which it was published. Please review the article below for more information:
I suggest using SCORM Cloud for your course - it's a great place to test SCORM content.
Another option would be to use ourTempshareserver. Just keep in mind that this server is only available for testing content - it is not officially supported by Articulate and all content will be removed automatically after 10 days.

I believe I figured it out. Thank you for the link to Tempshare. My file played when viewed on my mobile device, but not on my desktop. I had published the file in HTML5, but our office browser, IE9 doesn't support HTML5. I'll just republish. Thanks
Well, my problem is still occuring. Storyline files won't even open in preview mode within Storyline. I removed the HTML5 publishing, tried it in Articulate Tempshare, and our LMS, and I get the same issue everytime. Unfortunately IE9 is the only browser we can use.
So all the test items you've published for web and LMS won't play within IE9? Do you have a link to a published course you could share so that I could test it out in a few different browser including IE9?

I'm sorry to hear that the issue persists for you. You mentioned that you can't preview at all within Storyline? Are you referring to this feature:
If that's not working at all, I'd want to have you conduct the repair of Storyline detailed here and to confirm that you're working with local project files as described here.
