Storyline crahes after I publish and ntoskrnl.exe goes crazy...

I  am having issues running Windows 8.1-64bit OS.  After I publish a course, Storyline hangs if I attempt to publish a 2nd course before I reboot.

After I attempt to publish a 2nd course and I look at task manager, my System-ntoskrnl.exe is consuming 8.5+MBs 75%+ of my Disk usage.  When normally it runs around 0%.

Even if I kill Storyline, the course gets hung publishing and I have to do a hard shut down to break the processes. 

I am not sure if the 1st time I publish the course causes the problem or if its the 2nd.  Help, this is getting annoying.

Tried all of that and even opened a support ticket both my internal GHD and Articulate.  We found the problem with some additional symptoms. 

1) when I launched Storyline, in the Event viewer we found the following error:

Activation context generation failed for "C:\Windows\Installer\{34F5B849-F98B-406D-93D3-E5377966358B}\Icon.exe". Dependent Assembly Articulate.Drawing.Internal,processorArchitecture="x86",type="win32",version="2.30.0.4" could not be found. Please use sxstrace.exe for detailed diagnosis. (See Image 1 for a screen shot of the event viewer)

2) publishing the course is what triggered the ntoskrnl.exe to go crazy, disk usage would hover between 90-100% on task manager, and it rendered many function both in Windows (file compression) and Storyline useless.

The culprit was Windows Encryption, my computer has all folders using Windows EFS Encryption.  I had to remove the Encryption at the "My Articulate Project" folder level and then push the attribute to all sub-folders.

Now things are running fine - except that the preference by IT is to have all folders encrypted.  I have an exception for now, but would love to have a real fix so that I can encrypt the folder again.
