I'm not sure about creating one from scratch but you can easily add a logo to the player if that helps you integrate your own design? (on the Logo checkbox under Controls on Player Properties).
Yes, you can create one yourself. Long story short, you'd need to turn off all player elements within the player controls in Storyline and then you'd need to create images/buttons/layers that functioned as a player.
