We created a quiz in Storyline and chose "1 attempt". However, Litmos allows the learner to take the quiz as many times as they want. We contacted Litmos thinking it was an issue with them but they reviewed the scorm files and suggested to us that it's a Storyline issue. Would appreciate help getting our Storyline quiz to only allow 1 attempt in Litmos. Thanks.
Have you tested your course in SCORM Cloud? This would help us determine if the issue is Articulate related or if it's on your LMS's side.
If it appears in SCORM Cloud as well, we'd be happy to take a closer look at what might be going on.
If you can't replicate the issue in SCORM Cloud, it's probably an issue that you'd want to take to your LMS team. It may help to pass the information you receive in SCORM Cloud on to Litmos for review.

The file you provided is actually the output, so I cannot see the setting in the course.
I uploaded the course and tested it. I completed the course and closed it. I launched it again and was prompted to resume. Now, if a user selects "Yes", they will be taken to where they left off. If they select "No" they will be able to start the course over again.
What you'll need to do is change the resume settings in your project so that the user doesn't see this prompt. If you only want them to be able to take the course one time, you'll need to choose the "Always resume" option.
You can change this by clicking on "Player", "Other" and by changing the resume option:
