First of all you need to create the table in a different program, say PowerPoint (without the blank boxes). Then you copy it as a picture to your Storyline project (using printscreen or "save as image").
When the table is placed in a storyline slide, you insert type-in boxes. Then you should link these boxes to variables, and determine the truth value for each of them (namely the correct answer the students should type in).

I'd recommend filling the empty numeric fields with Data Entry text or number boxes, then converting the whole slide to freeform. I've attached a sample with the first purple box setup this way.
