I have recently uploaded a SCORM2004v3 package to Blackboard 9.1 and have experienced that the web object is not playing. I have read about SSL encryption and that "most browsers will block mixed content on a secure network".
As Storyline requires you to embed YouTube videos with the unsecure URL link: (http://www.youtube.com/embed/file_id) can this link be changed to a secure link HTTPS://... link? to enable the content to play within Blackboard 9.1.
It sounds like you're following the directions here to insert a web object from YouTube, and there are a few known reasons here why web object don't display correctly - but as you'll see it mentions hosting in a secure server to deal with that particular behavior. Have you looked at testing it in SCORM Cloud to see if there is something occurring within Blackboard for hosting the web object? SCORM Cloud is an industry standard for testing SCORM content.
The web object was playing correctly in the published file so I presumed it was an external problem. After researching the subject of "mixed content" not displayed by web browsers, I now understand that all content being displayed by a LMS in a secure network needs to be secure also. A warning will normally be displayed in the address bar to let the user know that insecure content is on the webpage. To fix this issue you need to test whether the website you are sourcing the content from supports secure URLs (https://). If so, using the secure link within a secure network, like a LMS, will allow the YouTube video to play correctly without a security warning.
