Submit drag & drop interaction when state changes on multiple shapes

I have a Drag & Drop slide with puzzle pieces. I want it to submit when all pieces are in place. I've added a Drop Correct state when each place is correct.

I created a trigger to submit the interaction and go to next slide when all are correct, but it doesn't work. It WILL work if I set it to submit if just one piece is correct. It doesn't matter which piece, so it's not that the states aren't set correctly.

Any ideas why it works for one but not all?

Sure thing Michael. When previewed, if you move the Training puzzle piece to the right spot it advances, but not when I add the other pieces to the submit trigger.

Does anyone else have any ideas for this issue? We're still struggling to make this work.
