B- I have a touch screen HP laptop, and I tested out some gestures on one of my Storyline 360 courses. Since the laptop is using a desktop browser, I'm not seeing the responsive player that we've built for mobile devices, and therefore, not all of the features you would find on the responsive player will work. My browser can react to some of my gestures (pinch to zoom, tap to click, etc), but dragging is not that great, and I can't swipe to navigate. I tested on Internet Explorer with an HTML5 output, since Storyline 360 has grown its HTML5 support quite a bit. Swiping only directed the browser to show previously visited URLs.
So I think the short answer is, if it is a mobile browser, you will experience the responsive player. But for now, on a desktop browser, the normal player will show and you probably won't have navigational swiping available to you.
We'll certainly keep you posted RF with any changes on this! In the meantime, I'd encourage you to share your thoughts and ideas on things you'd like to see as a Feature request here. Our team reviews those submissions and the E-Learning Heroes discussions to look for the next "thing" (or things) to add in, here’s our process.

Hoping the swipe navigation feature will be available for any touchscreen devices.
