If you have states already in place for your characters, or you're using Storyline's built-in characters, you should be able to accomplish this - but not quite the same way you would with animations and audio.
Personally, I would use the method of inserting a character and inserting new states for that character at different points in the timeline. I'd align the character states with the points in my audio, where I'd like them to change.

Thank you Christine. I went with the method of inserting the characters using the timeline intervals but found it was a bit messy for editing, but works.
The way we do it is to add the character. The. Make sure we have all the desired states for that character in the states tab. We then ad a rectangle off screen for each time we want the state to change. On the timeline, set each rectangle to appear each time you want a state to change. The. Simply ad a trigger to change the state of the character when the timeline starts for a specific rectangle. Sounds comples, but very easy and easy to copy from one slide to another.
