Tab Interaction Layers

It's very possible that this has come up before, but I can't find the response I need. Anyway, I'm starting to work with the Tabs Interaction template in Storyline, and will I've worked with layers and triggers in other courses, I'm having trouble completely understanding the layers in this type of interaction. For instance, how do you change the picture on a tab? I'm only given the option to edit the picture when I'm on the base layer. Is there a specific setting I need to change to edit the pictures on the tabs and not the main base layer content? Thanks!

I'm not sure we are looking at the same template, but if it's the one attached, the tabbed pictures are on the layers:
