I am building multiple courses and so far the first 2 courses are behaving the same way. The tab navigation works properly on the first slide of the course cycling through the items on the slide as well as all the player controls. After going to the next side the tab cycles through everything except the Menu, Notes, and Resources tabs all located at the top of the player.
There is an option to skip through the player navigation as detailed here. Perhaps you've enabled that without knowing so? Are you certain it's a new slide and not a particular layer where you're seeing this change? If you'd like to share a copy of the .story file here we're happy to take a look to see how it's behaving.

We imported a powepoint presentations to create a quick page turners. We have seen this tab issue on courses with layers and without. Seems to occur while hitting only the tab key. If you use your mouse to click the menu then it begins to cycle through everything again properly.

In regards to your highlight question - there isn't a way to stop it from highlighting the slide as a whole. If you have an image as a part of the background you could look at making that one not visible to accessibility controls.
Thanks again Justin for sharing your file here. I took a look and saw what you were describing in that the first slide allowed me to access the player elements such as the menu and resources but after that it never highlighted them again. I didn't see the message to skip the player navigation either. I played around with another file I had handy, and every time it went to the player elements at the end of the slide and I was able to continue navigating forward. To further test your file, I moved some of the player elements to the sidebar and then I was able to continuously tab through for the menu and resources. Finally I looked at isolating a scene to see if there was an issue with a particular part of the course. I deleted the first scene, and then I could continue to tab through all the slides that were in scene two. So it seems there may be some element of your file causing odd/erratic behavior and I'd want to have you first check that you're working on project files as described here. I also tried importing your file into a new version, which can help resolve odd behavior but in this case it did not seem to change the behavior. You'll also want to make sure you're using the latest update of Storyline 2 update 7 as there were some fixes associated with key press triggers and how they were working in regards to navigation.

I think we are following all of your recommendations above although we did have some long file paths which we have corrected for now. One thing that we did notice is that on the first slide of the course we did not have the "previous" navigation button selected. However, if we added the previous button back to the first slide then the tabs would cycle through properly again for the entire course.

This might be a question for another discussion, but we would also like to know if there is a way to not tab/highlight the body/image of the slide?
