I was wondering if it was possible to make the table of contents on the player only visible when the user clicks a "Table of Cotents" button instead of having it always visible or not there at all?
I don't have Storyline in front of me at the moment, but I'm pretty sure you can go to the Player, click the Table of Contents (or Menu) button, and then select Edit. From Edit, you should be able to edit the Trigger Wizard to set it to only display the Table of Contents when a user clicks the title. Helpful links for this topic are here and here.
If I have that wrong, I'm sure someone will pipe up and let us know. I'll test it out later, as well.
Thanks for givin it a go! I just simply disabled the TOC and created a master slide using layers to show the TOC. It was way longer and time consuming but it works. Although I would like to be able to find a way to make your suggestion work. That is the best solution in my thinking.

Well, I just tried how I thought this would work and it doesn't. We'll just have to see if someone else knows of a way, if there is one.

You can move your TOC into the Tab area within player settings using the arrows below the sidebar / tab settings:
Is there a wa to chage the name "Menu" to "Table of Contents"?
