In its simplest form, you could just embed the URL of the Flash file into an HTML page and display that page in a Storyline web object, see here for a quick example. If you do want to create your own tag cloud file, you might find a free web-based service that lets you do that or you go through the procedure (e.g. decompile the tag cloud Flash file create your own XML file etc.) described in the URL you had included.
Mike's got the best solution using the option for the url you shared.
There are several free tag cloud tools available, too. Wordle.net is probably the most popular although it's not animated like the Flash example Mike put together.
Others option would be to build it and animate the words in Storyline or PPT. It's more work as you would need to set the size, rotation, and animation for each word manually. In PPT you could then export as a movie (PPT 2013) or if you also have Articulate Presenter, publish and grab the SWF from the output and then insert into Storyline.
That's strange, I tried the link in three different browsers this morning, all works fine for me. Anyway, it's just the .swf (http://www.wellsait.ru/css/tagcloud.swf) from the URL in your original post, added to an HTML page and that page in turn is displayed inside a Storyline web object.
The swf file I had connected to in my example calls its own xml file. At least that's what I think happens, based on the article you had provided; it was in Russian and Google Translate sometimes comes up with interesting translations . If you have a swf (not just link to a remote one like I had to do) and an XML file, you can simply insert the swf via Insert > Flash and make sure that the XMl file is added to your published content. Since you only want to use a cloud for one slide, it may be easier to follow Kevon's suggestion.
Sorry for the late response. For some reason, I can't subscribe to threads in this forum and missed your post. I have taken your swf and XML and tried to add it to Storyline.
1. When I inserted the swf, it doesn't shows up at all.
2. When I added the swf to an HTML page and then display this page inside a Storyline web object, the tag cloud is displayed. However, when I clicked on an any of the keywords, the links were displayed in the same window and there was no way to get back to the tag cloud display. I don't know the first thing about the structure of the xml file or the swf file, so I can' even guess what the issue might be.

This is only the .swf? Or xml file too? And how I will include it is in my slide? I want cloud only one slide. It's impossible?
