Template / Master Slide on the foreground

Is it possible to have the Master Slide (from a template or otherwise) on the foreground of one or all slides instead of background?
The reason for this request is so I can place any image on the slides without getting concerned that they are getting on top of the header/footer, which I want to be 100% visible at all times. I prefer that these images get cut-off partially than stand on top of the header/footer. Even objects moving in and out the slide should come from behind the header/footer.
Think of them as the edges of a monitor. If something is happening inside the monitor, how could it pass over the monitor walls?

Feature request! I've been thinking the same thing. It would be great to have the option of placing it in the foreground or background.

I have a solution. You can place your elements on a LAYER in the master slide and check the box "mask background elements"
THEN you create a trigger on the master slide that says "show layer when the sequence begins". So
