Downloaded a Storyline template from here and published. Launches fine. But in some browsers there is a start page that displays the original template first slide image. Hint* It's the Meet Apple template.
I'm not sure I'm clear on what you're saying - are you referring to the page that you see within HTML5 or the mobile player on an iPad or similar? That launch page is generated automatically, and within Storyline there isn't an option to remove it - although there are some community members who have discussed workarounds or ways to modify the published output.

Yes. So far I have only seen it within HTML5 or mobile device.
