I think there is a bug in the last update - when a slide contains a text fileld inside a scrolling bar, when published, the scrolling bar apears already scrolled to the bottom.
After reviewing your course, I created a sample course to see if I could replicate what was happening in your file. Since I am showing the same behavior when previewing scrolling bars, I am notifying our team about this behavior. I appreciate you letting us know!

We just released Storyline 360 Update 40 (Build 3.40.22208.0) today which includes the fix for this bug! You will no longer see the scrolling panels start at the bottom.
Thanks for the recording and so sorry you're facing that. I'd like to reopen this issue, where I'm having trouble recreating the experience using Update 40.

Now all you need to do is update Storyline 360 in the Articulate 360 desktop app. Also, head over here to see all the features and fixes included in this update!

The input is in the top of the slider but when I scrolled down, the cursor exceeded upward -

The bug appears in both the test file you created (can be seen in your recording for a brief moment) and in the file I’ve uploaded –
Once scrolled down, the cursor still floats above the scrolling zone. To emphasize it, I typed a new line outside of the scrolling zone.
