I can only get the complete course button to work in SCORM 1.2. In SCORM 2004 4th edition it will not complete the course. I had an elearning where we wanted to track a survey and the complete course would not remove the item if published in SCORM 2004.

If the "Track using complete course trigger" in the Publish dialog is set, and you are positive the trigger is being fired, next step would be to get assistance from the LMS vendor/administrator.
It is working on our SCORM 2004 LMS.
As an interim solution, you can set the passing score on a result slide to 0% and submit results. That will also record completion.

Did you remember to adjust the tracking settings in the publish Dialog?
