Tilt object

I'm trying to find a way to tilt an object in Storyline. I need to make the top bar of a scale move slightly up and down on each end. It's a circle and bar Grouped together, so it can be tilted, or rotated, from the center of the circle. All I can do right now is use the Spin animation, but there doesn't seem to be a way to spin less than 1/4 around. I need about a 10 degree spin, or "tilt". Is there a way to do this?

You could create a custom state with the object rotated 10 degrees.
Thanks Michael. I'm giving that a try, but it's not allowing me to choose a rotation after creating a new state--only size and position. I'm not sure why that is. I wanted the scale to illustrate what's being discussed in the audio by timing it with the audio, without user interaction. I'm not sure if States is the way to do that. I'm also trying layers, but it doesn't give me the realistic scale movement.
You need to rotate the object BEFORE you cut&paste it into the custom state.

Thanks for the suggestions, Michael. I understand what you mean about rotating first and making that a State, but I couldn't seem to get the right sequence of actually pasting it into the new State. It's probably glaringly obvious, but there you have it. :) Every time I tried to rotate and paste, I would get both images pasted into the new State.
I finally settled on having a choppy movement by tilting the scale in 2 layers, one for each side. Not what I was aiming for, but it works for now.

Once you've inserted it into the new state, do you now have two images? Can you delete one of them or it just updates the whole state? I'm not sure that I've tried rotating images as a part of state before, but would be curious to see what you've got set up - maybe we can spot something off within that?
Hi Ashley. Sorry I've taken so long to post. I ended up going with a different kind of animation to get the smooth movement I wanted. States never worked, so I went with layers. I included both the choppy movement and the smoother one in this file so you can see the difference. I just couldn't figure out a way to make the tilt/rotate work.
