Timing during playback inconsistent

So, reagardless of published output, or preview Im having an issue that has me at wits end.
I'll do my best to describe an example:
The storyline is an interactive demo. There is audio voice narrating, as well giving instruction to "click (an object)" to continue. The timeline and audio are paused by a cue point trigger to show layer that has the object to click, which then hides the layer for resuming of base timeline.
During playback of preview or published verstion, the cuepoint time varies from the audio. You'll play the same file and the first time will go:
"click the button to continue...." pause - click - resume
then the next time:
"Click the button to cont" pause - click - resume "inue..."
The Cue point appears to move around during playback?

I've always thought this is a buffering issue. If it is important to you to always have the pause at the exact moment, the only suggestion I have is to divide the audio at the points where you want pauses. Pause the timeline when the audio completes, then play the next segment when the layer is hidden.
