Tin Can API

I am very confused here at the moment, Where exactly do I download Tin Can API,  I don't have an LMS, all I want to be able to do is to use Tin Can API to get some basic information out of the Articulate storyline.  From what I have read, this is what Tin Can does, the documentation seems very confusing to me. 

I have a working Apache Server so the web server is not an issue, Articulate is working great, I am trying to proof of concept the notion of using Articulate withing having to have an LMS, I just need to extract the info that I can then use my own dev team to load a database (LRS). 

So to start simply, I have a small three slide course and one true false question.  Now according to Tin Can I should be able to see the activity of a user.  But for the life of me I cannot connect the dots between Articulate and using Tin Can, without a full blown LMS.

If there is someone out there that can help that would be fantastic.
