Tin Can not reporting failures?

Hello, Im stuck. I am using our new LMS system called ATMS. When i upload the file everything works great when you pass the test, i see a score % and completed. But when a user fails the test it says in progress still and allows the users to retake the test and the whole module (which i can not have). It shows that the progress is the last viewed end slide. I have tried every trick i know from the publishing to the results slides to even trying other outputs (eg scorm). Does anyone know a way to fix this? Anyone ever seen any problems like this? Is it storyline or my LMS?  Help please.......
