I think Ashley may be referring to SCORM Cloud's Invitations feature. This allows you to generate a link or an email containing a link sent to your learners that they can then use to launch the course. If that's what you're looking for, here's what to do, step by step:
Logged into SCORM Cloud, click on the library tab.
Find your Tin Can course and click the 'Invite' button on that row.
Complete the form with the options you want then Create Invitation
The "launch URL" in Tin Can terms is slightly different from what the invitations provide though. Can you give me some more background into what you're trying to achieve overall and I should be able to give you some more specific advice.

When you're in SCORM Cloud there is an option to generate a link to share - that URL would allow other users to access the course.
