I have a TOC in my storyline, but I want individuals to be able to select which title they want to go to. Right now they have to at least watch up to a specific title, then they can click the Titles in previously watched titles, but cannot view titles that they have not already viewed. Does this make sense? I want them to be able to click anywhere and go to that title.

Sounds like you've restricted the navigation in your course. You would need to change this to Free if you wish for the learner to be able to freely navigate.
