Transferring License to someone else

Hi there,
One of my teammates who holds an articulate license is changing roles so we want to uninstall on his computer and transfer the licence to another team member.
He is having the below issue- can you advise on the correct way to uninstall the software please?
"Before uninstalling, I wanted to “deactivate” the sw on my computer but for some reason Articulate is not connecting to the activation server. I will try a few times to see if it is on their end.
I am not sure if I should uninstall before being able to deactivate, please advise."

Are you using Storyline 2 or Storyline 360?
Storyline 2
If you need help transferring a Storyline 2 license to another user, contact our Support department, and they'll be able to answer any questions for you about the End User License Agreement. You can make a request with your circumstance, and they'll respond to you promptly!
Storyline 360
If you part of an Articulate 360 Teams subscription, team admins can transfer access from one user to another as long as the subscription is active. Watch this video to learn how to manage a team.
We are in a similar situation and do not have a team subscription. How would transfer a 360 subscription to another user?
