Using the "By first level paragraph" option (If you are using Storyline 2 under animations, click on "effect options" and select "by paragraph" under sequence), will have the bullets come in one at a time automatically based on your "speed" settings. You would not need to use the timeline to move them unless you wanted them to come in under a different order, or based on a specific point in the timeline.
