Transition from one layer to another

I am trying to jump from one layer to another using a trigger. I created one program where it works but for some reason I am trying to do it in another and I cant get it to work. I inserted a trigger when a text/object disappears it should jump to another layer.... its not working this time. I also have a audio in it and at the end of the recording (which is the end of that layer) I have it jumping to a layer (using when "time line ends").

When I play it all it will jump from the main layer to the secondary but the secondary just keeps on playing from beginning to end to beginning to end.... over and over. Why will the trigger not work?
