Theoretically you could alter the text in the published files but thew problem your going to run into scaling or text boxes as different languages are different lengths.
If this was known prior to development I would try and develop the course using web objects only or embedding text within imagery so that your could replace the web_contents folder with translated media.
Also you can translate the word document that Storyline exports but that is not an interactive or SCORM solution.
If your course is created and published through HTML5, you might be able to use a browser translator but your still going to find errors.

Storyline is really a website with javascript controllers. You could try loading your published files into Dreamweaver and see if you can alter stuff there.
