I would advise against deleting rows that you don't need, as they're all associated with how the file will be imported back in. Perhaps instead, you want to highlight the rows that need to be translated so that it's easier for the translator to narrow that down? You'll want to be sure to remove the highlighting from the document before importing it back into Storyline.
