Not sure about your requirement, however I have attached a short sample. The sample file has two button and both the button are on Layer 1. The file has two audio clips. First audio clip is on base layer and the second one on Layer 2. Button on Layer 1 are playing and stopping the audio clips. Please take a look and let me know if this helps.

It does what I want. When I try to select which media to play, it only shows media on the current layer.

At 66 learning is a bit slower.

By "At this" I mean using Storyline, not this particular problem.
