I am working on a project where I want a layer to display when the user clicks the next button telling them they can't advance until they complete the slide which is based on a T/F Variable and whether or not the slide is complete. However, when it "resumes" back to the slide I want to see the layer that was active when the next button was clicked. Is this possible?

There are a few ways you can do this.
But I would do it with by showing a light box with the message.
When a Lightbox closes, the current layer will still be active

a lightbox is basically a normal slide.
So create a slide with your text in it.
Then instead of your trigger showing your message layer, you select lightbox (its one of the options)
Select the slide you want to make appear as a lightbox (eg the one you just created containing the message)
This is how it looks like when you fire the trigger
