It's difficult to troubleshoot this sort of problem without seeing the Storyline file.
You should be able to add a trigger to a group, thus making the group clickable. I did that in the attached file, and the group trigger works.
If you used the same kind of triggers yet can't get it to work, then you'll need to upload your file for troubleshooting. Then perhaps someone will be able to figure out what's happening.
