I have created a project in SL360 where some slides have the NEXT button disabled until the lerner views all of the layers. When I preview in Phone or tablet mode the NEXT button is active. Does anyone else have this issue?
Thank you for letting us know of this new update. I was having the same issue. The update worked perfectly to ensure that the Next button stayed disabled, and that the learner couldn't flip passed a knowledge check. :)

I can confirm we have a bug logged where Disabled Player Navigation Buttons change to Normal state when viewed using tablets and mobile phones.
I've also connected this discussion to the report so we can update you when we have any news to share.
Since it's working as expected in Update 64, If you need to roll back to a previous version, you can follow the steps here.

I have some great news to share. We just released another update for Storyline 360. In Update 66, we’ve included important fixes and new features.
One of the fixes we’ve included is the fix for:
Disabled Player Navigation Buttons change to Normal state when viewed using tablets and mobile phones
To take advantage of this update, launch the Articulate 360 desktop app on your computer and click the Update button next to Storyline 360. You'll find our step-by-step instructions here.
