Triggers not firing when using "Mouse hovered over" as action

Hello
I am finding that when choosing "Mouse hovered over" as the "when" for my triggers to fire, it is not working in Articulate Storyline. I am admittedly a beginner, but have used this action in the past with success.
I even created a test slide with a button, a shape, and a hotspot.. all set to trigger a separate layer. When I left the trigger to fire when "User Clicks" I had no issues. However once I changed all three triggers to fire when " user hovers the mouse over" the triggers never fire.
Is there a property, or some master setting I have messed with? Not sure why this is occurring now.

Hi Angela and welcome to Heroes!
As Meryem mentioned it would be helpful to see your file and how the triggers are set up and your layer properties as well. I set up a very basic sample file, with a button, shape and hotspot all to show a particular layer based on the mouse being hovered over and they all work as expected. Can you take a look at this and let us know if that works for you and then we're happy to take a look at your file as well.
Angela, your problem is that your layer properties hide the objects on the base layer. So the trigger fires, but when the layer shows, the button on the base layer is hidden so the hover state no longer works. Try adding your layer content to the hover state instead.
Ah - thanks Meryem - it looks like Angela and I posted at the same time, so I didn't see her reply.
Also, it looks like two of the triggers on your file were still set to "when the user clicks" instead of the hover behavior - so it wasn't working as expected.

I did attempt to use the hover state as well, but I find that the hover state items do not appear "over" other buttons/items. What I mean is, on the slide there are a total of 8 button to hover over - and anything I include on the hover state appears behind the other objects.
In the attached example, button 1 has a hover state with a shape that includes some text. When I preview, the hover text is shown behind button 5 & 6.
I have already developed a different approach to the content, but would love some advice for any potential future need on this. The original attempt with the multiple buttons with hover states mirrored the interface my users have and it would be cool to replicate.

Instead of using the hover state of the button itself what about adding a new object that is initially hidden and then shown on hover? Check out what I attached below.

I'm exerperiencing the same issues with my hover action not working when I hide the base layer objects on each layer. When I have them to dispay, the hover action works. However, how can I not display the objects from the base layer on the other layers?
I figured it out! In order for the hover actions to work on the base layer, I had to make sure that I did not hide the base layer objects on each layer of the slide. Next, I created a white rectangle to cover up all base layer images that were displaying on each layer, and then re-copied the appropriate content onto on each layer.
