Triggers with Visited State

Hello all!
I have been working on an issue where I am trying to create an interaction on a slide where the learner must click on a button to view layer 1 and then close the layer after reviewing the content. Then they must click on the second button to view layer 2, review the content and close the layer. Only after they have visited layers 1 and 2, then layer three should show for them.
I do have each of the buttons working to show layers one and two and the state changes to visited. The trigger for the third layer is not working for me. I want it to show if both buttons are in the visited state.
Anyone able to help me figure this out? I have attached an example from Storyline 1.

Have a look a the attached and see if that`s what you wanted. I moved the trigger to show the last layer onto the the Close buttons, so that both layers are displayed and on closing the last layer is shown.
