I haven't run into any issues today or recently. What browser are you using? Have you checked into any browser security settings to ensure you could download files? Have you tried right clicking to save as or just are downloading and the page opens as such?
I'm using Chrome...but I can try in IE as well. I'll check the security settings as well. Right clicking would only allow me to download an html doc, not a .story file.
I know my work network doesn't allow me to access dropbox content, but usually other items that users post I can get to.

When i download in chrome, it does have the download bar appear at the bottom, and then from there I can choose to open it or save it to my computer. Do you just see it open a new page with the gibberish?
I'm in version 39...unfortunately I do not have admin rights to update Chrome myself on my work laptop. Which is aggravating.
When I click the file I get the page of gibberish. Or I was, I just tried to recreate the issue and screengrab it...but of course it decided to work this time. I did reboot my laptop in the last hour so maybe that somehow "fixed" the issue.

A reboot fixes a lot. :-)
