Trouble with Triggeres

Hi - I'm pulling my hair out!  I'm building an agenda when I want the learner to move from one topic to another in order.  I've set up the topics in a disabled state, and have a hover state as well.  I've set up the links to the different scenes (which I haven't built yet) and they come back to the Agenda slide, but whatever I try, I can't get the 'disabled' state to stop the trigger to the scenes - if I preview, I can click on any topic and head off to that scene, even though it's disabled. Any thoughts?  I've considered variables, but they seem to add to the complications rather than solve them (and I can't find instructions on how to use them in this type of scenario).
