I've added a try again layer to a drag and drop question by increasing the number of attempts to two, however it is not showing up after the user gets the answer wrong. It just goes straight to the incorrect layer. How can this be fixed?

There was an extra Submit trigger on your "Check Answers" button that was causing the issue. I removed that and it now shows me the try again layer on my first incorrect attempt, I'm able to attempt a second time and if it's wrong that time it shows the incorrect layer. I uploaded a copy of your file here.
