There isn't a way to edit it to be shorter than 1 second.
In regards to the start/end times the only option right now is to drag the start/end points - but you will see the exact timing in the bottom right hand corner is updated while you drag the points, as shown here in this tutorial on editing videos:
thanks for your response. It's pretty much as I thought. Pity as the accuracy depends on how steady your hand is rather than on simply typing accurate numbers into a box (as is the case with some other systems/editors).
